Jointly initiated by Wenzhou People’s Government, Public Security Department of Zhejiang Province, and No.1 Research Institute of Ministry of Public Security in 2013, and officially established in 2016, Zhejiang College of Security Technology is the only full-time public Polytechnique institution in Zhejiang Province that focuses on and specializes in training “digital security” personnel. Located at Guoxi Subdistrict, Ouhai District, Wenzhou City, it rests against Huating Ranges, and is adjacent to Wenzhou South Express Railway Station and Wenzhou Light Rail S1 Line; it covers a planned land area of approximately 1000 mu (approximately equivalent to 666666.67 square meters), total floor area of around 270000 square meters, and enjoys a total investment of 2.1 billion Yuan. By the end of September 2022, the school has enrolled 10330 students and employs about 450 staff. In recent years, the school has abided by the school motto of “upholding great virtues and walking the talk” and the philosophy of “staggered development and distinguished characteristics” in promoting fast development. Since 2016, the employment rate of our graduates has remained over 97%, we have been successfully accepted as the designated agency for talent training and assessment in Zhejiang Province and the second group of apprenticeship pilot unit by the Ministry of Education, we have been listed in the first group of emergency response and smart learning zone in China as well as a pilot zone for the construction of Emergency Management Institute in Polytechnique institution, we are the only national teaching staff training base for 1+X “Internet of Things engineer implementation, operation and maintenance” vocational certificate, we have been successfully listed as a pilot smart vocational education provider of Zhejiang Province, we have also been successfully listed as the Mass Innovation Demonstration Base of Zhejiang Province, a provincial Maker Space, and we have won a number of awards and titles including 4A Grade Safe Campus in Zhejiang Province, Outstanding Unit in Soldier Recruitment in Zhejiang Province, and Outstanding Unit in Network Information Construction Amongst Higher Education Providers in Zhejiang Province.

We have been comprehensively strengthening the guidance of Party and implementing the principal liability system under the leadership of the Party Committee; we have adhered to the socialist direction during school operation; we have been carrying out the fundamental task of moral education and talent training; we have constructed a framework for ideological and political education featuring “ideological and political program + ideological and political curriculum”, which guarantees 100% coverage of ideological and political education; we have successfully trained the third model branch for the national party building, the second benchmarking party building among colleges and universities in Zhejiang Province, party building exemplary branch, the first group of “ideological and political curriculum demonstration unit” in Zhejiang Province, and we have also trained a group of winners for the title of “Excellent Party Member, Excellent Party Worker and Outstanding Organization” in the city and the entire province as well as the title of Responsible Secretary; our Youth League Committee also won the honorary award of “May Fourth Red Flag Youth League Committee of Wenzhou City”.

We have always insisted on intelligence technology and supported with “new technologies”. Distinguished by “Big Security”, we have created six professional groups in artificial intelligence, emergency response technology, smart equipment, creative design, smart construction and digital trade; we have established six second-tier colleges including College of Security Management, College of Artificial Intelligence, College of Emergency Response Technology, College of Creative Design, College of Smart Equipment, and College of Smart Construction; we have set up 26 specialties including application of Internet of Things technology, application of cloud computing technology, application of artificial intelligence technology, industrial robot technology, smart security monitoring technology, application of virtual reality technology, hotel management and digital business operation; we have successfully designed three “thirteenth-five-year-plan” specialties in Zhejiang Province, three professional groups for key (featured) specialties and five key (distinguished) professions in Wenzhou City, and we have been approved to be a pilot project to deepen the education assessment reform in the new era in Zhejiang Province; we have built 71 on-campus training bases (rooms), over 200 training bases outside the campus, and we have a number of provincial and municipal level training bases including the Zhejiang Commercial Password Talent Training Center.

We are actively involved in digital development and safety development in China; we mainly focus on space administration and urban security; we aim to use “vertical” science and research to serve local development; we have created College of Internet of Things of Southern Zhejiang, Institute of Geospatial Information Technology Research of Wenzhou City, College of Digital Economy and Industrial Talent of Wenzhou City, Emergency Management Institute of Wenzhou City, Wenzhou Veteran’s College, College of Uniscom Chips and Cloud Studies, Huating Research Center, and Digital Twin Security City Research Center. Since 2021, we have undertaken 48 digital projects in various counties and cities in Zhejiang Province, including smart emergency response plan for Wenzhou City, construction of aerial-land-space integrated sensing scenario, construction of “three-in-one” smart agricultural common prosperity platform, creation of the “one code for all land” full life cycle APP, creation of “Cloud reading” reserve land transfer APP, creation of 3D virtual city in Wenzhou, creation of a digital secure access control for smart and safe hospital and creation of a scenario for the analysis of Jinhua digital Twin City upgrading and decision making, and the construction of 3D visualization module for real estate industry. Amongst all the projects listed above, 11 of them have been listed as key applications for “One-account” provincial and municipal digital reform, and 9 of them are included in provincial and municipal pilot projects and list for best practices and best applications. The digital reform projects in the field of spatial governance and urban security digital development in Wenzhou account for at least 60% of all the participating projects and programs.

We will continue to explore into the feature of “quasi-police” training models, establish an interactive mechanism involving “school-police-military-enterprise”, construct a special training model that integrates career education and quasi-police administration, and train highly qualified talents that “being loyal to the country, being responsible, excelling in execution, following disciplinary rules, and being bold at innovations”. Since 2021, our “Security Hawk Company” undertook military training activities in 32 schools and colleges including Wenzhou University. We were the first to conduct military training activities in non-military and non-police vocational colleges in the country. Our article Innovation and Practice of Quasi-police Education Model in Higher Vocational Colleges Based on Career Development won the second prize of Education Award of Zhejiang Province; the school was awarded the title of “2021 One School One Brand” Campus Culture Development in National Vocational Schools in China; we have been listed as a pilot unit for the “One Stop” Independent Student and Community Administration by the Ministry of Education; and we have been approved to be a military training pilot unit and a business entrepreneurship base for ex-military personnel in Zhejiang Province by the Ministry of National Defense.

In the future, we will continue to follow the guide of Xi Jinping’s ideology of socialism with Chinese characteristics in the new era and fully implement the spirit of the 20^th National Congress of the Party; we will maintain the momentum of “ten-year career with five years’ hard work”, carry forward the spirit of security protection, make use of the security force, and strive to build a first-class vocational technological institute whose status will be recognized in the province, whose distinguished features will be acknowledged in the country, and whose service will be satisfied by the people it serves.
